All you need to do is to fill out the form and tick the items that you would like to have. This freebie offer looks like it is available world wide as there is an option to select "Not in USA" in the State drop-down field.
I am not sure if this is open to only teachers and students, though if you would like to have any of these teaching materials and resources, especially the free Angelina Jolie poster, who is a UNHCR Goodwill Ambassador, you can go ahead and try requesting for it.
