Do note that this offer is only valid for Americans as the used cell phones would be pre-programmed to call 911, a valid number in the United States.
For people who are interested in a free emergency cell phone, they would have to provide a reason on their need. Also, do note that they will not be able to process every request as these phones are given out based on availability.
